1. All officers of Government of Assam shall dubmit their annual property returns in two separate formats formats: Immovable Property Returns (IPR) and Movable Property Returns (MPR) latest by 31st January to their Appointing Authority or Disciplinary Authority.
2. All officers of the Assam Government who do not submit their IPR and MPR in time shall be denied vigilence clearance and shall not be considered for promotion, empanelment for senior level posts, deputation for foreign service, permission for foreign tours, permission for availing bank loan and NOC for passports.
3. Non-submission fo APR statements shall be recorded against the 'Integrity' column in ACR besides initiation of disciplinary action against the concerned officer for violating Assam Civil Services (Conduct) Rules, 1965
4. Immovable Property Returns submitted by Class-I officers shall be placed in public domain/official website of the respective administrative department.
